It's Second Nature by Now

Just your basic, everyday dishonesty. Nothing to get too excited about.

These quotes are from the same news story. The emphasis is mine.
Mr. Cheney, 71, who has suffered five heart attacks and was in end-stage heart failure, had been on the waiting list for a new heart for 20 months, the statement (from Cheney's office) said.

On the Today show on NBC in January 2011, Mr. Cheney discussed his heart pump and said he might need a transplant.
“I’ll have to make a decision at some point whether or not I want to go for a transplant,” Cheney said, “but we haven’t addressed that yet.”

Obviously I don't know, but my gut feeling is that, when you put your name on the waiting list in the summer of 2010 and ask the medical community to find a good organ match for you, you're committing yourself to be in the hospital and ready for surgery as soon as a match is found.
